What Is the Rent & Utility Assistance Program?

The Rent & Utility Assistance Program helps Berks County residents avoid eviction or utility shut-off by offering short-term financial support and compassionate guidance. When families are at risk of losing their housing or essential services, we step in to stabilize the situation quickly.

Through in-person support at our Day Center, we assess each applicant’s needs and eligibility, then connect them to the resources and funding necessary to stay in their homes and get back on their feet.

We focus on preventing homelessness before it happens — providing timely intervention, dignity, and a clear path to stability through community partnerships and responsive care.

What You Need

Required Documentation and Guidelines

  • Eviction notice or utility shut-off notice
  • Identification for all household members (birth certificates for children)
  • Proof of residence
  • Verification of income
  • Signed lease agreement

All properties must meet the following criteria:

  • Pass a Housing Habitability Standards inspection
  • Pass a Lead-Based Paint inspection
  • Rent must be reasonable and within Fair Market Rate
  • Copy of court-ordered eviction notice
  • Proof of rent arrears
  • Copy of utility shut-off notice
  • Current utility bill verifying address and account holder

To qualify for assistance, applicants must:

  • Reside in Berks County for at least 90 days
  • Meet Federal Income Guidelines

  • Be facing eviction or utility shut-off
  • Demonstrate the ability to regain self-sufficiency with temporary assistance

Financial assistance is available for rent arrears to prevent eviction and for utility bills to prevent shut-off.

Identification for all household members, proof of citizenship or lawful residence, verification of income, signed lease agreement, and eviction or utility shut-off notice.

No, there is no cost to apply for assistance through this program.

Processing times can vary. Our staff will work to assess your application promptly and inform you of the outcome as soon as possible.

Assistance is typically provided as a one-time support. However, our staff can discuss your situation and explore additional resources if needed.
