The Rent & Utility Assistance Program provides financial assistance to individuals who reside within Berks County, have limited income, and are facing an eviction or utility shut-off notice. Participants are assessed to determine need and eligibility. Applicants must provide documentation and demonstrate a reasonable ability to regain self-sufficiency through temporary assistance.
All participants must provide
- Release of Information
- U.S. Identification (required for all household members – birth certificate for children)
- Verification of U.S. Citizenship or Lawful Residence
- Verification of Income
- Copy of signed Lease Agreement

Rent Arrearages
- Copy of Court ordered Eviction Notice
- Copy of signed lease agreement
Utility Arrearages/Deposits
- Copy of Shut off Notice
- Copy of signed Lease Agreement
- Copy of current utility bill verifying address of service and name of utility customer
All properties must pass
- Housing Habitability Standards inspection
- Lead Based Paint inspection
- Rent Reasonableness & Fair Market Rate verification
